I cannot for the life of me understand what this function does.  I'm also having difficulty with the out&back and what it does and how it differs.  I've read the help files and even tried some "test" runs, but I cannot find anything meaningful in these functions.  Can someone explain?

I have never tried the loop function; however, I have used the "out & back" function.  It is useful for mapping runs where you will literally stop and turn around, running the same path back to the starting point.  Just start mapping your run, and when you get to the farthest point out, hit the "out & back" button, and it should double the mileage (look in the bottom right-hand corner to see the mileage of your mapped run) and have you finishing where you started.  Good luck!

I use the loop function to return exactly to the starting point - in effect, going in a circle.

Yeah, the loop function just makes it so that your starting point is your ending point. The problem with it is that when you click the loop button it just makes a beeline from your most recent mapped point to your starting point, so you basically need to map out your entire route except for a little straight-line stretch at the end.  The only difference ends up being that your map will now have a start/finish point vs. having your start and finish points be right next to each other.
